Model construction project Obere Pfalzgrafstraße Freising

Restricted competition "New residential complex on Obere Pfalzgrafstraße, Erna Angerbach lives in the countryside".

The competition was carried out in cooperation with the Bavarian State Ministry for the Environment and Consumer Protection as part of the Experimental Housing Model Project "Climate Adaptation in Housing". Scientific support was provided by the Technical University of Munich with the Chair for Energy Efficient and Sustainable Planning and Building and the Chair for Urban Water Management, the Institute for Real Estate Economics GmbH (IIÖ) and the Transsolar office for climate engineering.

Competition task
An ecological and family-friendly model settlement is to be built in the planning area south of the Isarauen. In addition to planning quality and economy, ecological values and social sustainability are core objectives of the considerations. In the approximately 1.8 ha area between Isarstraße and Angerbach, there are, among other things, eight buildable plots of land in municipal ownership. The focus of the model project is on construction projects with rental flats in apartment buildings. The residential buildings, which are in great need of renovation and consequently partly vacant, no longer meet today's living standards.

Winning concept: Living at the Angerbach
The design for the new residential complex at the Angerbach creates a good basis and atmosphere for a new, lively and diverse residential quarter through its appealing, friendly character. The careful treatment of the existing open spaces, the preservation of the tree population and a friendly, identity-creating architecture form the framework for a mixed neighbourhood community and good social interaction.

The new development structure is based on the previous row buildings from the 1950s. As a result, as few new areas as possible are built over and the existing trees are preserved. The overall urban development concept comprises five row-like solitary buildings and two elongated structures, which are to be built in resource-saving timber construction.

In contrast to the previous row development, Obere Pfalzgrafstraße will be given a new face, with the facades of the solitaires facing the street through openings and balconies. The result is a green, traffic-calmed residential street with contemporary living space for a wide variety of resident groups and lifestyles. Adjacent to the residential street, green courtyards open up the individual houses, form neighbourhoods and ensure individual addressing.

On the privately owned site in the northern part of the competition area, the overall urban development concept envisages an elongated residential building that follows the course of the road, protecting the residential quarter from the noise immission of Isarstraße and defining a green open space to the south. Generous open spaces for young and old are created here as a communally used "Anger". Connected to the development courtyards of the solitaires, informal neighbourly encounters are created here "en passant".
In line with the long-term goal of the city of Freising, a footpath and cycle path will be built along the Angerbach to connect the existing cycle paths in the southwest and northeast of the competition area. The stream bank will be activated by leisure-oriented uses such as fireplaces, wooden footbridges or water features. The height of the four-storey buildings is in line with the neighbouring buildings.

Living in the green
The design of the open spaces is characterised by the preservation of the existing trees. The positioning of the buildings in line with the existing structures means that a large number of the existing trees that create identity can be preserved. The asphalt pavement of the traffic-calmed residential or play street will also be preserved in the future central communal open space and broken up and landscaped where the width is no longer necessary. Areas required for escape routes will be supplemented with natural stone paving. Flowering fruit trees characterise this new open space.

Small children's play directly assigned to the individual houses and their entrances and free nature play under the trees in the green ravine in front of the screening structures along Isarstraße complement the offer for children and young people. Tree trunks from the necessary felling are given a new function here as a play area. A Boulingrin along the stream is not only a recreation area but also a rainwater retention area in case of flooding.
Spacious roof terraces and urban gardening facilities expand the open space on the roof of the multifunctional building.
